Nine firms once consulted the regulator's clinic, but only three have so far filed formal applications. According to the Central News Agency, on 19 October 2026 Taiwan's Legislative Yuan Finance Committee invited Peng Jin-lung, chair of the Financial Supervisory Commission (FSC), to report with the heads of its agencies and answer questions. The FSC told the committee that it has received applications from three firms to set up digital insurers: two non-life and one life.
Peng said that nine firms had applied to the regulatory clinic in the past and that three formal applications had arrived recently, which shows there is genuine interest in entering the market.
Three applications, each at a different stage
The three firms filed at different times. Some applications are still at the formal review and supplementary-document stage, and one has reached committee review. The Insurance Bureau said it will complete the review as quickly as it can. The report does not name the applicants.
The FSC has set no application deadline, so that firms have time to prepare their business models and capital structures. It has also placed no special restrictions on shareholder composition, but will still review applications against rules such as shareholder suitability.
Approval by year-end: no timetable
Legislator Lai Hui-yuan asked whether approval could come before the end of the year. Peng gave no clear timetable. He said only that the review follows an established process, that the FSC will handle it carefully and that it will reply as soon as it can.
Peng added that the FSC does not limit digital insurers to any one type of innovation. Citing the United States, he said that because health insurance coverage there is insufficient, digital health insurance has room to grow. In Taiwan, he said, agricultural insurance has great potential and may give rise to a dedicated insurance model.
From "online-only" to "digital": the rules have also been relaxed
The report notes that this round of digital insurer applications differs from the earlier online-only insurer rules. According to the Liberty Times on 30 July 2025, the FSC began accepting applications in August 2025 and renamed "online-only insurers" as "digital insurers". There is no cap on the number of licences. An approved firm must open for business within six months, and new-policy premium income from innovative products must make up at least 20 per cent of total premiums. Innovative products or services can enjoy a protection period of up to 18 months, and physical sites may be set up where needed.
According to Commercial Times on 12 March 2026, applications are reviewed as they arrive, with no time limit and no cap on numbers. The minimum paid-in capital for a non-life insurer falls from NT$1 billion to NT$500 million, and for a life insurer from NT$2 billion to NT$1 billion. Founders need not come from finance or fintech. Chen Ching-yuan, deputy director-general of the Insurance Bureau, said at the time that all nine firms that consulted the clinic were domestic, comprising eight digital non-life insurers and one digital life insurer. These thresholds appear only in media reports, and this article could not check them against the formal regulations.
Analysis: what this means for recruiting teams
What follows is our own analysis, not source content. The sources say nothing about the effect of digital insurers on traditional agents or on the brokerage and agency channel.
- Short-term impact is limited: the three applications are still under review, the FSC has given no timetable, and the report does not mention any approval.
- "Digital" does not mean "no people": the rules allow physical sites, so digital insurers may not bypass face-to-face selling entirely. There is currently no information on whether they will build their own teams or work with brokers and agencies.
- The product direction is worth watching: the chair mentioned areas such as agricultural insurance. If digital players concentrate on niches that traditional channels rarely serve, direct competition with existing teams may not be intense.
In our view, recruiting teams need not rush to change strategy. A more practical approach is to watch which application is approved first and which channel its first products use.
