The range of health businesses that insurers may invest in has widened again.

On 6 October 2026, Taiwan's Financial Supervisory Commission (FSC) issued a press release announcing looser rules on insurers investing in health and wellbeing businesses: five new categories of eligible business, and a relaxation of the requirement that an invested business must be "combined with insurance business".

According to a Central News Agency (CNA) report the same day, the services of these businesses need not be limited to policyholders. Where the insurer has a controlling or subordinate relationship with the invested business, total investment may not exceed 40% of the insurer's owner's equity.

The five new categories of health and wellbeing business

According to the FSC press release, the relaxed rules add the following five categories:

  • Health management and health promotion services
  • Health medical technology and digital applications
  • Long-term care and all-age friendly services
  • Healthy food and nutritional support
  • Integrated health and wellbeing services

From "combined with insurance business" to serving the general public

This is not the first time the FSC has opened this area. On 27 October 2025 it issued an interpretive order classifying health and wellbeing businesses as insurance-related businesses that insurers may invest in, but required the invested business to be combined with insurance business.

The new rules relax that requirement. CNA reports that services are therefore no longer limited to policyholders: for example, members of the public who need them can use a health check-up centre or a health management consultancy in which an insurer has invested.

In other words, the customer base of health businesses that insurers invest in can extend from policyholders to the general public.

Investment cap depends on the control relationship

According to CNA, the investment limit depends on the relationship between the two sides. Where the insurer has a controlling or subordinate relationship with the invested business, total investment may not exceed 40% of owner's equity; where there is no such relationship, the cap is 100% of owner's equity.

The cap figures and the description of who may use the services are both based on CNA's report; the FSC press release does not state either.

Analysis: what this means for recruiting teams

The following is editorial analysis, not fact stated by the sources.

If insurers gradually bring health management, long-term care and digital health services into their groups along these five categories, conversations between frontline agents and clients may no longer revolve only around policy terms.

Recruiting and training teams could consider the following areas of study:

  • Basic knowledge of health management and health promotion, to understand what the related services involve
  • The long-term care system and the idea of all-age friendly services, to handle questions about family care planning
  • Basic use of digital health tools, such as common forms of health data applications
  • General knowledge of nutrition and healthy eating, and a clear sense of which questions to refer to professionals

Whether these areas apply still depends on which businesses each company actually invests in and on the agent's role in them. Until companies announce specific arrangements, teams should watch developments, but should not rush to change their training courses.
